The Ministry of Foreign Affairs of Estonia has re-evaluated the risk of infection in several countries. On December 27th, 2021, the Estonian authorities have successfully updated the country’s entry restrictions according to the most recent statistics regarding the epidemiological situation in each territory.
Foreign countries and areas are divided into green, yellow, and red lists depending on their latest infection rates.
Green countries are those with an infection rate of up to 75 cases (on average) over 100,000 inhabitants during a 14-day period. Yellow countries are those with an infection rate of between 75 and 200 cases per 100,000 inhabitants. Finally, red countries are those with an infection rate of over 200 cases per 100,000 inhabitants.
European countries
In the previous update, Romania appeared as the only yellow country. Currently, it is on the green list along with the Vatican (Holy See), with an infection rate of 57,02. This means that for people coming from Romania and the Vatican there are no travel restrictions, independently of the traveler’s vaccination or recovery status.
The rest of the European countries have large numbers of infections over 200, meaning that they’re on the red list. These countries are Andorra, Finland, Belgium, Austria, Bulgaria, Croatia, Czech Republic, France, Cyprus, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Malta, Luxembourg, Monaco, Netherlands, Lithuania, Liechtenstein, Poland, San Marino, Norway, Portugal, Slovakia, Slovenia, Sweden, Spain, Switzerland, and the United Kingdom.
Fully vaccinated people from any country are freely allowed into Estonia. But unvaccinated people from countries on the red list are subject to the tightest travel restrictions.
- Entry to Estonia is only allowed after a negative COVID-19 test (taken by the traveler before departure or at the test centers in the Estonian borders).
- Travel quarantine is mandatory for three days if the traveler took the test before arriving in Estonia or six days if the traveler took the test after arriving in Estonia. After that period, the traveler must take another COVID-19 test to confirm the negative result. This is the only way of interrupting the travel quarantine. Otherwise, it must last 10 full days.
The data to elaborate the lists are collected through the European Center for Disease Prevention and Control.
Third countries
In the case of third countries, the Estonian authorities have divided them between green countries and red countries only, eliminating the intermediate stage between the infection rates of <75.1 and >75.1 cases per 100,000 inhabitants.
